Hainan Free Trade Port Commences Closed-Border Operations: Private Enterprises Deliver Impressive Foreign Trade Results
In 2025, Hainan's private enterprises weathered various risks and challenges, demonstrating remarkable resilience and vitality to deliver impressive foreign trade results. According to statistics from Haikou Customs, Hainan's private enterprises achieved a total import and export value of 197.54 billion yuan in 2025, marking an 11.5% year-on-year increase (same as below) and outpacing the national growth rate for private enterprises by 4.3 percentage points. Specifically, exports reached 66.01 billion yuan, up 16.3%, while imports totaled 131.53 billion yuan, rising 9.2%.
Trade scale achieved leapfrog growth. Since the announcement of establishing the Hainan Free Trade Port in 2018, waves of private entrepreneurs have actively joined the development momentum, deeply engaging in policy trials such as the “zero-tariff” three lists and the 30% value-added processing tariff exemption, becoming pioneers in the port's construction and development. The import and export value of private enterprises also surged from 16 billion yuan in 2018 to nearly 200 billion yuan in 2025, achieving leapfrog growth. By 2025, private enterprises accounted for over 80% of all enterprises with actual import and export performance in the province, with their import and export value representing 71.6% of the province's total foreign trade value. They have maintained their position as the largest contributor to Hainan's foreign trade for six consecutive years.
Global market participation continues to deepen. Amidst the sweeping wave of Hainan enterprises “going global,” private enterprises have consistently played a leading role, leveraging their flexible market responsiveness and proactive pioneering spirit. By 2025, Hainan's private enterprises have expanded their import-export footprint to nearly 120 countries and regions worldwide, achieving breakthroughs in both emerging and traditional markets. Trade with emerging markets like Africa and Latin America grew by 23.7% and 17.7% respectively, while trade with traditional markets such as the EU and Japan surged by 63.2% and 61.9%. As the “vanguard” in market expansion and order acquisition, Hainan's private enterprises have precisely captured market demands, continuously delivering diverse specialty “small commodities” to global “large markets.” Notably, representative Hainan fruits like lychees, mangoes, and passion fruits made their debut exports to over 10 countries including Nepal and Belarus in 2025.
Innovation drives high-quality industrial development. Boosted by favorable policies such as “zero-tariff” self-use production equipment and support for new enterprises and new industries, Hainan's private enterprises accelerated equipment upgrades in 2025. Imports of mechanical and electrical products reached 37.16 billion yuan, a 24% year-on-year increase, solidifying the hardware foundation for innovation and injecting strong momentum into high-quality industrial development. Particularly in the biopharmaceutical and petrochemical new materials sectors, Hainan's private enterprises demonstrated vigorous innovation. “Made in Hainan” pharmaceuticals accelerated their overseas expansion, with medicine exports reaching 890 million yuan, a 16.5% increase. High-value-added petrochemical new materials gradually penetrated international markets, with rapid growth in exports of products like petroleum asphalt and acrylonitrile, reflecting significant industrial upgrading achievements.
